Making a submission

What is a submission?

A submission is a formal written statement supporting or opposing an impact assessable development application that is on public notification.

Acceptable submissions must be formed in a “properly made” format and lodged to Council within the allocated public notification period, to be considered as part of Council’s assessment of the application.

How to make a submission

To be considered a properly made submission, it must:

  • be in writing and signed by each person;
  • include the name and address of each person;
  • clearly identify the development application number;
  • state the grounds of the submission; and
  • be received by Council during the formal public notification period.

Council needs to understand the planning reasons for your submission. For example, if you believe a proposed development is unsuitable, your submission should explain why, rather than simply stating opposition.

Where to lodge your submission

Submissions can be lodged by mail or email:

By mail:
Planning and Development Team
Hinchinbrook Shire Council
PO Box 366

By email:

Important information about submissions

  • Submissions are not confidential.
  • State legislation requires Council to keep submissions available for public inspection during the assessment process.
  • Submissions will be published on Council’s website, including after the application has been decided.
  • Names and addresses of submitters are included in the Decision Notice provided to the applicant and published online.

Anyone who makes a properly made submission is known as a submitter.

Once a decision is made and appeal periods have ended, submitters will be notified of the outcome.

Grounds for making a submission

Relevant grounds for a submission may include (where applicable):

  • whether the proposed use is appropriate for the area;
  • compatibility with surrounding development and land use;
  • building scale, height, design and interfaces with adjoining properties;
  • traffic, parking and access impacts;
  • hours or days of operation;
  • drainage or flooding impacts;
  • environmental considerations and impacts; and/or
  • impacts on amenity, such as noise or dust.
