New Ingham Cemetery Master Plan

Council engaged consultants in March 2022 to prepare a Master Plan for the New Ingham Cemetery, guiding the long-term planning, development and management of the site. 

The Master Plan provides a strategic framework to: 

  • coordinate future development 

  • improve efficiency and functionality 

  • respond to community needs and burial trends 

  • maximise the cemetery’s long-term capacity and service life 

It also considers operational requirements, budget constraints, and opportunities to enhance the overall appearance and usability of the cemetery. 

Key outcomes of the Master Plan 

The Master Plan identifies a range of improvements designed to increase capacity, improve access, and enhance the visitor experience, including: 

  • Creating two main entrance points 

  • Expanding parking areas with additional tree planting for shade 

  • Introducing new interment options to meet community demand 

  • Improving wayfinding through upgraded signage and pathways 

  • Realigning roads to maximise land use 

  • Utilising underused and boundary areas for additional capacity 

New and expanded interment options may include (subject to demand): 

  • Public mausolea 

  • Plaque lawn graves 

  • Full monumental graves 

  • Headstone lawn graves 

  • ‘Headstone in garden bed’ graves 

  • Columbarium walls and memorial gardens for cremated remains 

All new sections will be non-denominational, reflecting contemporary burial trends. 

To further extend the life of the cemetery, selected internal roads may be repurposed for future burial areas once demand requires. 

Stage one works 

Stage One focuses on establishing a diverse range of interment options and improving core infrastructure. Works include: 

  • Development of new burial areas offering: 

  • Public mausoleum 

  • Full monumental graves 

  • Plaque lawn graves 

  • Headstone lawn graves 

  • Headstone garden bed graves 

  • Columbarium and memorial gardens 

  • Upgrades to existing facilities and infrastructure: 

  • Renovation of garden beds 

  • Additional tree planting 

  • New pathways to the office and amenities 

  • Improved signage and wayfinding 

  • Closure of selected entry points 

  • Realignment of sections of the internal road network
