Draft Planning Scheme Consultation

Town Planning is a dynamic and ever-evolving process which involves both the control of existing and new development along with ‘strategic planning’ to ensure the Shire’s future needs and expectations are met by achieving a sustainable town and controlling development so that:

  • Important natural resources are preserved;
  • Urban settlement is contained to ensure that roads and other infrastructure such as water, sewerage, power and telecommunications are provided efficiently;
  • The economy is supported by maintaining a hierarchy of business centres;
  • Community services, facilities and open space are fairly distributed; and

Incompatible land uses are separated.


Draft Hinchinbrook Shire Planning Scheme 2017

A Planning Scheme considers development from a Shire wide level down to a Town, suburb or individual lot level.  It is a plan.  It is the document that aims to ensure that there is enough residential, industrial, commercial land, and that these uses are located in areas that complement each other, and reduces potential for conflicts between neighbouring uses.

The Planning Scheme is a statutory plan (has force of law).  It is prepared under State planning legislation that also dictates how Council approaches planning.  Every local government in Queensland has a Planning Scheme.

The Planning Scheme will apply to development across the Hinchinbrook Shire Region, including:

  • Material change of use, i.e. starting a new use or expanding an existing use;
  • Reconfiguring a lot, i.e. subdividing land or altering property boundaries;
  • Carrying out certain building work (e.g. building a dwelling house or altering, moving or demolishing a heritage place); and

Carrying out operational work, including engineering or landscaping works, excavation and filling, vegetation clearing and advertising signs.


Community Consultation

Hinchinbrook Shire Council is pleased to advise that in accordance with s 117 – 121 of the Sustainable Planning Act 2009, Council is proceeding with public consultation of the Draft Hinchinbrook Shire Planning Scheme 2017 and the Herbert River Flood Mapping Update 2015

The purpose of the Draft Hinchinbrook Shire Planning Scheme 2017 is to provide the community with a modern planning document that:

  • Articulates Council’s vision for the Shire and region for the next 25 years.
  • Takes advantage of, and incorporates new data available for the region into the scheme.
  • Aligns with recent legislation changes introduced by the State Government.

Council encourages all residents and property owners to review the Draft Hinchinbrook Shire Planning Scheme 2017 and the Herbert River Flood Mapping Update 2015 and make a submission where appropriate. 

A copy of the Draft Hinchinbrook Shire Planning Scheme 2017 and the Herbert River Flood Mapping Update 2015 will be made available for inspection at Council’s main office at 25 Lannercost Street, Ingham as well as the Hinchinbrook Shire Library, Ingham and the Halifax Subbranch.

Public consultation of the draft planning scheme and the flood study update will commence on Monday 24 July 2017 and conclude on Tuesday 5 September 2017.

A number of Open Days and Public Meetings is being made available to the public where council staff, professionals and experts as well as Councillors will be available at the Council Building in Ingham.

Public Consultation period from Monday 24 July 2017 to Tuesday 5 September 2017, 9am to 5pm – Hinchinbrook Community Room. Staff will be available to assist with enquiries and questions

Open Days 15, 16 & 17 August 2017, 9am to 5pm – Hinchinbrook Community Room. Staff and expert consultants will be available to assist with enquiries and questions.

Public Meetings on 15, 16 & 17 August, Council Chambers, 5:30pm to 6:15pm (45 Min)

Submissions - Have Your Say

Any person may make a submission about any aspect of the Draft Hinchinbrook Shire Planning Scheme 2017 during the public consultation period, and must be provided to Council by either writing, online, or by email. 

In order for a submission to be determined as properly made, the submission must state the name and residential or business address of each submitter, state the grounds of the submission and the facts/circumstances relied upon in support of the submission.  Written submissions must be signed by each person making the submission, however signatures are not required for online and email or electronic submissions.
